Wellington Shire Council is pleased to announce the election of Councillor Cindy Madeley as mayor and Councillor Liz Foat as deputy mayor, following the decision by Councillor Scott Rossetti to step down from the Mayoral role.
Both Councillors were elected for a term of 12 months with support from their fellow Councillors, signalling a strong consensus for their joint vision for Wellington Shire.
This year’s appointments mark a historic milestone for Wellington Shire Council, with two female leaders at the helm-an inspiring reflection of council’s commitment to inclusive representation and gender equity in local government.
Cr Madeley, previously deputy mayor, brings a strong community focus and collaborative leadership style to her new role. Based in Sale, Cr Madeley has been a consistent presence in civic events and community conversations, including her address at the Gippsland New Energy Conference Launch, where she spoke passionately about the region’s leadership in renewable energy and the importance of ensuring Gippsland is ready for the transition.
Earlier this year, Cr Madeley elevated Wellington Shire’s voice to the national stage during a live appearance on ABC’s Q&A, where she directly questioned Prime Minister Anthony Albanese about fair compensation for regional communities affected by renewable energy infrastructure. Her advocacy prompted a follow-up from the Prime Minister, including a personal call and commitment to engage with Federal Minister Chris Bowen on the matter.
She has also played a key role in commemorative naming initiatives that honour Indigenous women, supporting respectful engagement with the Gunaikurnai Land and Waters Aboriginal Corporation.
Cr Madeley’s background includes extensive involvement in local governance and community development. Her leadership is marked by a commitment to transparency, cultural recognition, and strategic planning. She is known for her thoughtful approach and ability to bring people together around shared goals.
“I’m honoured to be elected Mayor and grateful for the trust placed in me by my fellow Councillors,” Cr Madeley said.
“I look forward to continuing our work to support the health, wellbeing and prosperity of our communities.”
Cr Liz Foat, newly elected deputy mayor, brings over 25 years of teaching experience to her role. Born and raised in Sale, Cr Foat has worked in several local schools supporting students with diverse learning needs. Known for her creativity, organisation and warmth, she is deeply committed to fostering inclusive environments both in education and civic life.
Her passion for education and youth development has been evident in her active participation in STEM-focused initiatives and school engagement programs across the Shire. Cr Foat has championed events that encourage young people to explore science, technology, engineering and mathematics, helping to build confidence and curiosity in future generations.
“It’s a privilege to serve as deputy mayor,” Cr Foat said.
“I’m excited to work alongside Cr Madeley and our council team to build on the great work already underway.”
Outgoing mayor Cr Scott Rossetti was acknowledged for his year of dedicated service. As a continuing councillor, he remains actively involved in shaping council’s strategic direction and advocating for community priorities.
Reflecting on his time as Mayor, Cr Rossetti shared “Serving as mayor has been one of the most rewarding experiences of my life. It’s been a privilege to work alongside such passionate councillors and dedicated staff. I’m proud of what we’ve achieved together from major infrastructure upgrades to strengthening community wellbeing. I look forward to continuing my service as a councillor and supporting our new leadership team as they guide Wellington Shire into its next chapter.”
Wellington Shire Council looks forward to a productive year ahead under the guidance of mayor Madeley and deputy mayor Foat, with a renewed focus on community connection, innovation, and delivering the priorities outlined in the Council Plan.
